Policy on Rater Equipment Reimbursement
Note: All AARA Enhanced HERO Programs require RESNET Certified Home Energy Rater verification procedures
At the time that the ARRA Plan was announced the Louisiana Department of Natural Resources (LDNR) had approximately 25 active Home Energy Raters working in the HERO Program located throughout the state. With the proposed additional funding being made available through the ARRA the LDNR has added enhancements to the HERO Program. Due to the planned enhancements the HERO Program is expected to expand dramatically over its current participation level. With this anticipated expansion there will be a need to increase the number of active Home Energy Raters, state-wide, to address the anticipated HERO program activity. The LDNR has already partnered with a RESNET Training Provider to provide accredited training around the state. With training courses planned across the state, it is LDNR’s hope that the state will have as many as 100 Certified Home Energy Raters active and ready to work in the enhanced HERO Programs by the end of training in mid November 2009.
Becoming certified as a Home Energy Rater will take a substantial investment on the trainee’s part. Course tuition for the six day training session costs the attendees $1,400. The tuition must be paid up front with no guarantee that the trainee will pass the required National RESNET Rater Exam to ultimately become certified. Once certified, Home Energy Raters must purchase the necessary mechanical equipment needed to perform infiltration, and duct leakage testing on both residential and small commercial buildings. The costs of this mechanical testing equipment can run upwards of $6,000.
Due to the high startup costs associated with becoming certified as a Home Energy Rater under RESNET and the need for more Home Energy Raters actively working in the enhanced HERO Program the LDNR will provide a partial reimbursement toward the purchase of mechanical testing equipment for those individuals who obtain full certification under RESNET and the HERO Program, and go on to work under the HERO Program.
DNR Policy on Reimbursement for RESNET Training
Upon completion of all Home Energy Rater and HERO Rater certification requirements, the LADNR will reimburse 60% of the training costs associated with becoming certified under RESNET up to a maximum of $1,000 per student for up to the first 100 students that successfully complete a fully accredited RESNET training course (including the required supervised ratings).
After successful completion of the course, new RESNET certified Home Energy Raters will be required to submit the following documentation to LADNR.
Course Training Tuition receipt
Certification of Completion from Accredited RESNET Trainer
(including passing RESNET exam and completing required supervised ratings)
Successful Completion of HERO Training Ratings
(included in RESNET courses taught within Louisiana)
Passing of HERO Program Test
(administered by DNR)
Information on applying to DNR for training and equipment reimbursements will be provide at the upcoming RESNET training.
Reimbursement for Home Energy Rater Testing Equipment
Upon completion of all Home Energy Rater RESNET and HERO Rater certification requirements, DNR will reimburse 50% of the costs associated with mechanical testing equipment needed to conduct home energy ratings for up to a maximum of $5,000 per student for the first 100 students that successfully complete a fully accredited RESNET training course, obtain RESNET Home Energy Rater certification and successfully conduct 10 HERO Home Energy Ratings. This reimbursement applies only for as long as the money remains available.
To receive DNR reimbursement will require the following:
- Equipment receipts
- Equipment Make, Model, and Serial Numbers
- Certification of Completion for RESNET Training
- RESNET Home Energy Rater Certification Certificate
- Successful Completion of ten HERO Program Ratings
The 50% reimbursement can be applied toward the following equipment purchases:
- (1) Blower Door
- (2) Digital Pressure Gauges
- (1) Visible Light Transmittance Meter
- (1) Duct Leakage Tester
- (1) Pressure Pan Assembly
- (1) CO Meter
- (1) Thermal Camera
